The Foundation is not part of the Twin Valley School District. However, because it is critical that a mutually cooperative relationship exist between the two organizations, the Superintendent and two School Board members are non-voting members of the 13 board of advisors. The Twin Valley Community Education Foundation is affiliated with the Berks County Community Foundation, which provides donor administration services.
